FIRST RELEASE OF CSA: the Company Secretarial Software
The year marked the initial release of CSA to the market, establishing a foundation for professional compliance and regulatory alignment.
WORKING WITH THE COMPANIES REGISTRY
Participated in the optimization of the new A4-sized Annual Return (fully replacing the former A3 long form), thus ensuring compatibility with HP laser printers as well as the Registry’s microfilming machines through the use of PCL5 instruction sets.

This initiative was under the support of Mr. Gordon Jones, then Registrar of Companies, whose vision was to advance the computerization of statutory form generation, thereby enhancing the legibility, clarity, and uniformity of completed entries.
NEW CSA EDITIONS
CSA Professional was introduced as the advanced edition of the original CSA. The original CSA was subsequently renamed CSA Classic as a transitional product.
SALES AND USE TAX REPORTING SYSTEM (a US Project)
Commissioned by a California professional service provider to develop a system for retailers, ensuring accurate tax calculations across state, county, city, and transit district jurisdictions, with compliant reports submitted to the California tax authority.
FIRST ISSUE OF CSA NEWSLETTER
Published the first issue of the CSA Newsletter, addressing relevant matters affecting practitioners under the Companies Ordinance.
CSA WORKSHOPS AT BAPTIST COLLEGE
Conducted several CSA Workshops at the School of Continuing Education of the Hong Kong Baptist College (now Hong Kong Baptist University).
FIRST ISSUE OF CSA TECHNICAL SUPPORT BULLETIN
Published the first issue of the CSA Technical Support Bulletin to help users solving technical problems.
TIMESHEET AND ASSIGNMENT MANAGEMENT SYSTEM FOR TAX AUDITORS (a US Project)
Commissioned by a California Tax Agency to design a dedicated timesheet and assignment management system for tax auditors to streamline time recording and efficient oversight of tax audit activities.
SEMINARS ON INTRODUCTION TO COMPANY SECRETARIAL PRACTICE AT HKICS
Held over ten seminars on Introduction to Company Secretarial Practice to young professionals at the Hong Kong Institute of Company Secretaries (now the Hong Kong Chartered Governance Institute).
CSA USER GROUP MEETINGS ON DIFFERENT TOPICS
Organized several CSA User Group Meetings on specific topics namely, Share capital, Foreign companies (now non-Hong Kong companies), Listed companies, Mortgage and charges, Liquidation and dormant companies, and Minutes and resolutions.
INVITED TO ATTEND THE BILL COMMITTEE MEETING ON COMPANIES (AMENDMENT) BILL 1996
We were invited to attend a meeting of the Bill Committee on the Companies (Amendment) Bill 1996 at the Legislative Council to present our views, together with feedback from users collected through a survey conducted by P & L Associates. On the day of the meeting, there were also representatives from the Hong Kong Association of Banks, Hong Kong Society of Accountants (now HKICPA), and the Law Society of Hong Kong.
FIRST ISSUE OF CSA CIRCULAR
Published the first issue of the CSA Circular to update users on product features and legislative changes.
CSA FOR WINDOWS RELEASED WITH MODERNIZED VDL TECHNOLOGY 2.0
Officially released the CSA for Windows together with our newly rewritten VDL (Variables Definition Language) technology, originally developed for DOS. This modernization fully aligned CSA with the Windows platform and, in addition, delivered enhanced integration and performance under the new operating environment.
CSA USER GROUP MEETINGS BASED ON DIFFERENT INDUSTRIES
Organized several CSA User Group Meetings for different industries, namely, CPA firms, Law firms, Listed companies, Non-listed group of companies, and a special group for the then “Big Six” CPA firms.
LECTURES AND CSA WORKSHOPS AT CITY UNIVERSITY
Began conducting CSA Workshops and lectures on computer applications in company secretarial practice at the City University of Hong Kong.
CSA WORKSHOPS AT SAINT FRANCIS UNIVERSITY
Began conducting CSA Workshops at the Caritas Francis Hsu College (now Saint Francis University).
CSA ENHANCED EDITION
CSA Professional Plus was launched to extensively support bilingual (English and Chinese) data input and output of forms, documents, and reports.
THE HEDGE FUND MANAGEMENT SYSTEM (a US Project)
Released the first web‑based Hedge Fund Management System, commissioned by a major San Francisco‑based hedge fund service provider, enabling managers to securely access records from anywhere, streamlining partnership accounting and operational oversight.
CSA WORKSHOPS AT HK IVE
Began conducting CSA Workshops at the Hong Kong Institute of Vocational Education (Morrison Hill campus and Tuen Mun campus).
FIRST RELEASE OF CPAnywhere
The year marked our first release of CPAnywhere, a web-based professional practice management system. Through extensive “back-and-forth” interactions among users and with our dedicated development team, CPAnywhere has quickly evolved into a comprehensive, large‑scale platform integrating multiple modules for the management of Timesheet, Job Assignment, Human Resources, Financial Accounting, and Customer Relationship.
THE ALL-NEW CSA EDITION
The year witnessed the launch of CSA Expert, a groundbreaking edition of CSA built on advanced software technologies.
THE ALL-NEW VDL TECHNOLOGY 3.0
To align with the new architecture of CSA Expert, we also announced the release of updated specifications for our proprietary technology — VDL (Variables Definition Language) 3.0. This represents a significant step forward, ensuring seamless compatibility with CSA Expert and a strong foundation for future development.
CLIENT ACCOUNTING MODULE
CPAnywhere has been enhanced with a new module that provides comprehensive support for client accounts management, which includes: invoicing, credit notes, client advances, and receivables settlement.
FINANCIAL ACCOUNTING MODULE
CPAnywhere has been further enhanced to streamline accounting operations, offering comprehensive bookkeeping capabilities, full general ledger maintenance, and real‑time financial statement generation.
PREPARED USERS TO ADOPT THE NEW COMPANIES ORDINANCE
Published a complimentary booklet, Analysis and Update of the New Companies Ordinance, for CSA users and other practitioners, providing early guidance and practical insights to help them prepare for upcoming practice adjustments.
EMBRACING THE NEW ORDINANCE WITH THE NEW VERSION
The year marked the commencement of the new Companies Ordinance (with chapter 622 replacing chapter 32). All statutory forms and business logic in CSA were accordingly revamped on schedule to ensure seamless compliance.
EMBRACING NEW SERVICES WITH NEW TECHNOLOGIES
The e‑Filing function through the CR’s e‑Services Portal was first incorporated into CSA Expert (version 3.2.0), beginning with the e‑Incorporation service for Hong Kong companies.
MOBILE APP LAUNCHED
CPAnywhere has introduced its Mobile App, available for both iOS and Android platforms, providing users with convenient access to core features anytime, anywhere.
AML FOR CSA: A DEDICATED AML/CTF SYSTEM FOR CSA USERS
The AML for CSA was launched with a clear mission to empower CSA users in delivering trusted professional services to their clients by ensuring full compliance with Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF) requirements. The system adopted a hybrid client–server architecture to leverage the responsiveness of desktop applications on the client side while ensuring scalability and data security through server‑based computation.
THE LAUNCH OF THE P & L NEWSLETTER
Published the first issue of the P & L Newsletter, providing the latest updates on P & L’s major software solutions, including CSA, AML for CSA, and CPAnywhere. Designed as a permanent, integrated periodical, it consolidates and sustains all previously published user communications.
RISK-BASED ASSESSMENT REPORT INTRODUCED
An automatic risk‑based assessment report was added to AML for CSA, enabling users to generate comprehensive reports and visual charts for ongoing entity checking. This enhancement strengthened compliance oversight and operational efficiency and was implemented in direct response to the recommendations of CR inspectors and TCSP license holders under review.
AML COMPLIANCE MANUAL
Commissioned a Barrister‑at‑Law with over twenty years of specialized experience in AML compliance to author a comprehensive AML Compliance Manual to serve as a trusted reference for AML for CSA users.
